You’re correct that Dexter generally targeted murderers, but that’s not the point of the comparison. This man was imitating Dexter’s methods, not his moral code.

He studied forensic science and recreated the plastic-covered kill room from the series. In fact, prosecutors specifically described him as a copycat who imitated what he’d seen on the show.

Emulating someone’s methods doesn’t mean following their rules for choosing victims.

What's the point in setting up a kill room to kill in a frenzied attack?
Dexter didn't kill like that.

The show had exceptions. He kidnapped Doakes and was responsible for his murder; he was an innocent. He also killed in error when he acted
emotionally, taking shortcuts.

He failed to kill the show writers who ruined a wonderful show once
others learned his secret, then acted against interest in failing to
even try to bring him down. We were led to believe that his sister would
bring him down. The dhow never recovered, nor when La Guerta figured yt
out too.
