Clearly the idea that nobody liked the 15th Doctor is just
assumption and hearsay based on people watching YouTube videos.
Of course, Ncuti Gatwa had his fans and obviously some Doctor
Who fans would have liked his stories.
The two 15th Doctor stories that made that list were two of the
better stories from recent years, so I can see why some people
would like them.
Personally I wouldn't put them above anything from the
Pertwee/Tom Baker years, but each to their own and all that...

Chris Chibnall was already [relatively] famous in fandom for his
comments about "Doctor Who" on the TV in 1986... because
somebody dared to write a story that he didn't like! Then when
he got a bit of power he did a lot worse by creating a
lore-changing event that destroyed the character of The Doctor
and made a large percentage of fans switch-off!
I think it's safe to say no "Doctor Who" fan will be forgetting
Chris Chibnall anytime soon!
