    leads it. Other than that, we haven't seen much of
    Gallifrey's structure.

    They may be few enough in number that they don't need
    much structure. Most of Gallifrey's inhabitants seemed to
    live outside the Citadel, or at least that was my
    impression.

    founder, not literally him.

    New Rassilon was still in charge when the Doctor
    confronted him in "Hell Bent."


    Until the Doctor exiled him.

    I guess my head canon ends a little earlier than that. I
    did love "Heaven Sent," though, as a one-off. That was a
    fine hour of TV, well-crafted and well-acted.
