Seems to me the "solution" is to make an example of a few of these
clowns to drive home that you do NOT interfere with others' swimming
gear.
It was bad enough at our local recreation center when local Muslims
demanded and got a couple of sessions of womens' only swimming - and
banned males from the observation gallery (which normally is occupied
by parents watching their kids) which included little boys who were
thus either kept home or abandoned by their mums.
The Muslims can't bear for non-Muslims to see their women, which is why
they cover them up so much - and demand women-only swims. For some
reason, they are especially obsessed with the idea that other men (even
other Muslim men) will be driven to irresistible lust if they see a
woman's hair, which is why they take such pains to have women cover
their hair anytime they are outside of their own home. Even the sects
that let women show their faces are very firm about covering their hair.
