None of this nakes any sense. A man is arrested but is not brought
before a judge for a probable cause hearing and bond hearing. 34 days
later, believing he has a mandatory court appearance, man appears at his hearing without a lawyer but judge tells him that his appearance wasn't mandatory. He has no lawyer and had to walk two hours to court.

In absentia, bond was set on the man and conditions were imposed.

I don't understand how bond can be set before initial charges have been
    filed and probable cause determined.

Jdge claims that from reading what little information she has that
probable cause is set. Prosecutor claims he doesn't have probable cause
for several potential charges missing police reports. Jdge tells him not
to file thoose charges! He can amend later. But prosecurot still won't
    file on any charges.

Judge orders man released from bond and conditions and tells him cash
    bail will be returned.
