I just watched a very interesting video about Pinky Tuscadero, a popular
Happy Days add-on who was dropped abruptly despite viewers wanting her
    back.

    https://www.youtube.com/watch?v=p2W9i6gm8Eo

According to this video, it's because the actress was awful. She
resented Henry Winkler for having a more fortunate background, and she
let him know. She was quoted as saying, "I don't relate well to rich
kids," though Winkler had welcomed her and never harmed her. Even worse,
she refused to call Ron Howard anything but "Opie."

Eventually Kelly's agent asked if she'd be coming back, and the
showrunner said he wasn't willing to make Howard and Winkler work with
Kelly again. He valued his core stars' mental health over viewer
preferences, and since the show ran for eight more years, it was
probably the right choice even just by the numbers.

A comment says that Roz Kelly also was arrested for shooting at houses
    in her neighborhood.

So she got a lucky break and decided it was more important to self
sabotage her career. Some people just can not be helped.

My guess is that she thought she was "being real" to Winkler and that
calling Howard "Opie" was a joke. Some people have no self-awareness.
They often end up alone and blaming everyone else.

She only had the single three episode storyline.

Her much cuter sister replaced her and had seven appearances.

Pinky hasn’t worked in showbiz in over 40 years.

They weren't sisters in real life, only on screen. Leather Tuscadero was played by Suzi Quatro.

I'm guessing they liked the Pinky character but hated the actress, so
pulled Leather Tuscadero out of thin air to fill that role.
