I seriously doubt he will be able to insure
anyone who does ot have a licence to perform
    auto mechanical repairs.

Sure, his target client is someone with a car
who wants to do his own owrk. But what if the
client does not really understand the
explosive nature of gasoline fumes or the
    insidious nature of carbon monoxide?

Heck if I know. If I google "car repair bay rental" I get
a bunch of hits. This appears to be the once closest to me:

It's a great idea, in theory. It also reminds me of a Stephen King
novel, 'Christine', where people were allowed to rent space in a garage
to work on their cars. Unfortunately, the renovated car named
'Christine' did fine work healing herself in the garage after driving
around killing people who didn't like her. That was a creepy story and
the movie did a pretty good job portraying the characters. The last
'ting' sound in the scrap yard after the car had been crushed... was it
really over? Typical Stephen King. :)

I was once under a car laying on a pool of gasoline with the gas making its way to
the shop light. If the puddle touched the glass bulb it would immediately pop and that would have been the end of me. I really do understand the explosive nature of gasoline. What I never knew is that you can get chemical burns from laying on the stuff. My skin was damaged for a year or so. Nowadays, it's as smooth as a baby's behind.
